Trusted circle

A few people who are told if your account changes hands.

• It starts empty. Nobody is told anything unless you choose them.
• If your account key changes, through your seed phrase or by someone else, the people in your circle get an alert.
• Members are only told. They don't approve or vote on anything.
• People know when you add or remove them, and can leave.
• Everyone else you talk to sees at most “Security keys changed on <date>”.
• Who is in your circle can't be read from outside; only its size, rounded to the nearest eight.
